The albatross that flew over Blackgate prison has taken up residence near a dockside restaurant; Obsessed, Scarface plans to force the ventriloquist to kill it; The Penguin, interested in the bird, comes to the restaurant to view it; The Batman confronts the "Killer Killer" as the Penguin is about to be shot; "Killer Killer" is actually one of the Penguin's men who wants to kill the Penguin and take over; The Vigilante pose was designed to throw suspicion away from him. The Batman struggles with the killer; He is distracted by Scarface and company who are about to kill an old man, who is trying to save the bird.
