In the premiere issue, the diverse world of Oa is reintroduced and its current status is explored. The Guardians have established the world of Oa as a cultural experiment with Green Lantern John Stewart assigned to maintain order. Stewart, the architect, must build a new society as he rebuilds his own psyche and his role as a Green Lantern.
