In response to the Mutant Registration Act, the mutant terrorists known as the Alliance of Evil (Frenzy, Tower, and Time-Shadow) are tearing up downtown New York. When X-Factor and the kids rush out to meet this challenge they find themselves all but over whelmed by the villains' power.
